Oral Rabies Vaccination Program
The City of South Padre Island assisted the Texas Department of State Health Services (DSHS) Zoonosis Control Division with the Oral Rabies Vaccination Program (ORVP). The purpose of this program was to reduce or possibly eliminate the dog strain of rabies carried by coyotes in Texas. Baits containing a vaccination for the disease were distributed in South Texas known to have coyote traffic.

In larger rural areas the bait was dropped by airplane or helicopter. In our community the baits were distributed by hand to avoid the threat of damaged property or disturbing residents and visitors.

The baits were distributed from January 18 to January 20 in key locations. Locations include; the base of the causeway, grassy areas around Schlitterbahn, wetlands between Sea Turtle, Inc. and Landfall Towers, grassy and wetland areas near the Convention Centre, the flats north of the Convention Centre, grassy areas north of the Hilton, grassy areas near The Shores (west of Padre Boulevard) and the horse stables.

The Environmental Health Services Department highly advises the community to avoid disturbing the baits if one is found. The baits are marked with a warning label in English that includes the Texas Department of Health Zoonosis Control Division's phone number.

The Oral Rabies Vaccination Program (ORVP) is an extremely safe method of rabies control. If the vaccine is released from the bait, it will not become established in the environment. The vaccine has been proven safe when given to approximately 60 species of mammals and birds.

South Padre Island Mayor Appointed to Interim Committee
At the January 18th, 2012, regular City Council Meeting, Mayor Robert N. Pinkerton, Jr. made the announcement of his appointment by the House of Representatives to the Joint Interim Committee to Study Seacoast Territory Insurance. The purpose of the committee is to examine alternative ways to provide insurance to the state's seacoast territory, including through a quasi-governmental entity.

"I look forward to working with the committee on a most important issue facing the Texas Coast. It is important to establish a good seacoast insurance program," said Mayor Robert N. Pinkerton, Jr.

Additional duties of the interim committee include studying the residual markets of windstorm and hail insurance in other states, and studying windstorm-related building codes and mitigation strategies. The committee shall report its recommendations no later than December 1, 2012

Dune Restoration
The City of South Padre and the South Texas Surf-Rider Chapter will be hosting a dune restoration event on Saturday, January 28, 2012 at 9:00 a.m. We will be planting 8,000 indigenous plants along the beach to strengthen and widen the dune system along The Villas of South Padre and the Tiki. Participants can meet on the beach at Whitesand Street. We will be providing shovels and drinking water so please come out and give us a hand for a couple of hours and enjoy the beach!

Ladder Ball Tournament
The Parks & Recreation Committee will be sponsoring a Ladder Ball Tournament on Friday, January 27, 2012 and Saturday, January 28, 2012 at Water Tower Park. The entry fee is $5.00 per person or $10.00 per team. The tournament begins at 12:00 p.m. on both days. To sign up or for more information you may contact Jacky Conrad at (956) 772-1974.

The WAVE
According to TxDOT Performance Data, there are 38 rural transportation providers in Texas and South Padre Island's The WAVE was ranked 3rd in ridership for the fiscal year 2010-2011. The two providers that performed higher in ridership serve larger populations, serve larger geographical areas and operate more vehicles than The WAVE.

The WAVE's administrative offices also moved to its new location at 4113 Padre Blvd and hopes to continue to grow and improve the free public transportation service.

Tompkins Channel Dredge
The contractor has completed the dredging portion of the project and will continue with grading the material and begin the post dredge survey. They also removed boat debris near the channel that posed a safety hazard at no additional cost to the City.

Recyclable items can be taken to Island Baptist Church every Saturday from 8:00 AM to 11:00 AM.

Items that can be recycled are:
  • Newspaper
  • Cardboard
  • Office Paper
  • Aluminum
  • Tin
  • Plastic
To offer a better recycling service please:
  • Compact, crush or break down plastic bottles, cardboard boxes, aluminum cans or any other items that may be reduced in size. This helps us use the most amount of space in the bins.
  • Remove any food, liquid, metal fasteners, adhesive materials or other items that may contaminate the whole load.

The Islanders Toastmasters International Club is now open to the public and invites all to participate and develop valuable communication and leadership skills. "The Islanders" meet every Thursday at 12:00pm at the City Hall Board Room. Rumor Title: Horses are Not Allowed on the Beaches
Date Submitted: January 22, 2012
Facts: Horses are prohibited on the City of South Padre Island beaches by ordinance. The City ordinances do not address Cameron County beaches.

Information pertaining to horses can be found in section 3-1 and section 3-3 of the cord of ordinances located at http://www.myspi.org/egov/docs/1321634128_169372.pdf.

The sections are referenced below:
  • Sec.3-1 Livestock prohibited: The keeping of any horses, jacks, jennets, cattle, sheep, swine, goats, hogs or other livestock within the City is declared a nuisance and is prohibited and unlawful.
  • Sec.3-3 Horseback riding regulated: It is unlawful for any person to ride a horse, mule, donkey or any other animal through or upon the beaches or other public right-of-ways within the City limits.
The ordinances were passed on July 21, 1976 and signed by John Austin (Mayor) and June Tallant (Town Secretary). The minutes only reflected the action taken and did not include any discussion.
