Randy was born and raised in Houston, TX; He is a father of three teenage daughters and a member of St. Martins Episcopal Church. Randy has an Associate of Arts in Business Administration, a Bachelors of Science in Criminal Justice, and a Master's in Criminal Justice Management from Boston University. He is a graduate of the renowned FBI National Academy Session 224 in Quantico, VA.

Randy has over 25-years of law enforcement experience and two years with the City of Houston Municipal Court system. Previously, Randy has worked as an officer in the Houston-Galveston area, in the field of patrol, criminal warrants, mental health, and juvenile division. In December 1997, Randy was appointed Police Chief for Surfside Beach, TX, where for 12-years he remained the city's Police Chief, EMS Director and the Island's Emergency Management Coordinator. Chief Smith holds a Master Peace Officer License, Jailer License, Marine Safety Officer, Scuba Dive Search and Rescue, Emergency Management Coordinator (EMC) trained and NIMS compliant.

Chief Smith is a past Secretary/Treasurer for the Southeast Police Chief's Association and a past Vice-President for the Treasure Island Municipal Utility District located at San Luis Pass. Randy previously sat on the Board of Curriculum for the Brazosport College Law Enforcement Academy. Randy is currently a board member at the University of Texas-Brownsville Criminal Justice Institute for curriculum and standards, member of the Texas Police Chief Assn. and the South Texas Chapter FBI-NA Assn.
