SPI City Council Meeting Summary for April 16, 2014

The City of South Padre Island held its Regular Called Council Meeting on Wednesday, April 16, 2014. Mayor Robert N. Pinkerton, Jr. issued various proclamations for: Earth Day, Administrative Professionals Day, Arbor Day and a proclamation in support of the One Day on Earth film project.
 
Item 5.c, Investment Policy changes in accordance to the Public Funds Investment Act, was pulled from the Consent Agenda. The remaining items on the Consent Agenda were then approved by the City Council: 5.a, Minutes of April 2, 2014 Regular Meeting, and 5.b, Invoices for payment.
 
For item 6, Mayor Pro-Tem JoAnn Evans said the Convention Centre Renovation Task Force proposed using smaller narrow windows to reduce the amount of glass on the exterior of the building in meeting rooms as well as in the front entrance lobby. The smaller windows would allow for natural light while helping to meet wind insurance codes. The established architect and engineering companies would draft designs to be used in the request for bid process. The Council approved Item 6 as discussed; Mayor Pinkerton abstained from the vote.
 
The Council also approved Item 7 authorizing the City Manager to direct City Staff to design landscaping for the Convention Center and prepare a package ready for the bid process; Mayor Pinkerton abstained from the vote.
 
Work for the air conditioning system is set to move forward at the convention center with the unanimous approval of Item 8 awarding the contract for replacement of four roof-top air conditioning units to the lowest bid of $60,190 submitted by Royal Refrigeration and A/C.
 
Items 9, 10 and 11 were tabled: 9, Discussion and action to begin work with Texas Department of Transportation (TxDOT) on extending the medians on Padre Boulevard up to the Convention Center and possible funding; 10, Discussion and action on improvements of street corners along Padre Boulevard; and 11, discussion and action to appoint members to the newly created Ordinance Review Ad Hoc Committee.
 
No action was taken on Item 12 regarding the Anti-litter Beach Enforcement Program Summer 2014. Council member Alita Bagley said the campaign was very successful last year and thanked the staff and the Council for the support. Bagley said an invaluable aspect of the campaign was the enforcement of ordinances to curb littering and other violations. The Council did approve Item 13 authorizing the City Manager to sign the contract with Lamar Advertising for the rental of the Anti-litter Beach Program billboard and to approve a budget amendment from unrestricted reserves in the amount of $4,000.
 
The Council approved the first reading of Ordinance No. 14-06 amending Chapter 10 by adding new Article IV regulating the operation of privately owned ambulances on the public streets of the City of South Padre Island.
 
The Council approved to enter into license agreement with the U. S. Coast Guard to use a portion of their property as the City's Public Works Yard. The five-year agreement includes an option for a five-year extension. They also approved Item 18, a  budget amendment in the amount of $45,340 to pay for costs associated with the relocation of the Public Works Yard.
