SPI City Council Meeting Summary for March 5, 2014

The City of South Padre Island held its Regular Called Council Meeting Wednesday, March 5, 2014.
 
Mayor Robert N. Pinkerton, Jr. announced that Item 5.a would be pulled out of Consent Agenda to be considered separately. The Council approved Item5.a, Minutes of February 19, 2014 Special Meeting, February 17, 2014 Workshop, February 19, 2014 Regular Meeting, and February 21, 2014 Special Meeting; Mayor Pinkerton abstained from voting. The Council unanimously approved the Consent Agenda, including Items 5.b, Invoices for payment totaling $302,221.35; 5.c, Excused absence for Bob Pinkerton from February 21, 2014 Special Meeting; and 5.d, Second and final reading of Ordinance No. 14-01 amending Sec. 4-17 of Chapter 4 of the Code of Ordinances of the City of South Padre Island to add a new Section 4-17(Y), which adds a provision that prior to pouring a foundation for a building or structure, the applicant/owner shall be required to have form board survey be prepared by a registered professional land surveyor or registered professional engineer and must show building setback lines and exact location of foundation form boards.
 
Police Chief Randy Smith gave a brief presentation of the 2013 Racial Profile Report as required by HB1074 to collect police contact data for the purpose of identifying and responding to concerns regarding racial profiling practices.
 
The Council unanimously approved Resolution No. 2014-02 executing a tax resale deed on behalf of the City for Lot 9, Block 40, Padre Beach, Section IV.
 
The layout was approved for the City Park located at 6100 Padre Boulevard (adjacent to Travelodge) which will include a walking trail, covered basketball/multiuse court, small child play area with splash pad, big child play area, grass area for future expansion which could be currently used for baseball, soccer, football fields and to move forward with final engineering.
 
The Council also approved Resolution No. 2014-03, which supports the closure of the Queen Isabella Memorial Causeway on Sunday, May 4, 2014 for the Pedal to Padre Cycling event.
 
The Council approved the first reading of Ordinance No. 14-05 amending Section 15-2 of Chapter 14 (Signs) by revising the definition of ‘Sign' and ‘Sign Area'.
 
The Council approved to hire and authorize the Mayor to execute contract with William A. DiLibero for the City Manager position; Mayor Pinkerton abstained from voting.
